Chlorine and Chloramine in Tap Water: What Central Florida Homeowners Should Know
Chlorine and chloramine are disinfectants. Utilities use them to control microbes in drinking water and maintain protection as water moves through the distribution system.
That public-health role should be the starting point for any honest treatment discussion. A homeowner may still want to reduce disinfectant taste or odor, but “I prefer less chlorine at my tap” is different from “the utility’s water is unsafe.”
Chlorine and chloramine are not the same
Free chlorine
Chlorine is a strong disinfectant that utilities have used for more than a century. It can create a noticeable swimming-pool-like taste or odor, particularly when the residual is higher or the water is warm.
Chloramine
Chloramine is formed by combining chlorine and ammonia under controlled treatment conditions. It remains in water longer than free chlorine, which can help utilities maintain a disinfectant residual across a large distribution system. Some utilities use one disinfectant continuously. Others switch temporarily for maintenance. Check the utility’s current report or website rather than assuming.
What does your local utility use?
OUC currently states that it uses chlorine, reports an average concentration of 1.0 ppm, and does not use chloramines. Other Central Florida providers may use different treatment practices. (OUC)
The annual water quality report should identify the disinfectant and list the measured residual. If you are not sure who serves the property, use the utility name on the water bill.
Are chlorine and chloramine safe in drinking water?
CDC states that chlorine or chloramine levels up to 4 mg/L, or 4 ppm, are considered safe in drinking water. The residual is intentionally maintained to control germs in the distribution system. (CDC)
People can still have preferences about taste and odor. Some individuals may also be more sensitive to changes in water quality, but a treatment company should not diagnose skin, respiratory, or medical conditions from a chlorine strip.
Why water can smell more strongly at certain times
A stronger disinfectant odor does not always mean the water contains more disinfectant. Perception can change with:
- Water temperature
- Time the water sat in household plumbing
- Seasonal treatment operations
- Temporary utility flushing
- Distance from the treatment plant
- Organic material in plumbing or fixtures
- A switch between chlorine and chloramine

Chlorine is not the same as disinfection by-products
Disinfection by-products form when chlorine or chloramine reacts with naturally occurring material in water. Two regulated groups are:
- Total trihalomethanes, or TTHM
- Haloacetic acids, or HAA5

A chlorine test strip does not measure TTHM or HAA5. Treat them as separate questions.
How carbon filtration reduces disinfectant taste and odor
Activated carbon adsorbs many compounds onto its surface. NSF/ANSI 42 includes aesthetic reduction claims such as chlorine, taste, odor, and, when specifically tested, chloramine. Claims vary by product. (NSF)
Free chlorine
Free chlorine is generally easier for carbon to reduce. A properly sized carbon filter can improve taste and odor when flow, media volume, and maintenance match the household.
Chloramine
Chloramine is more persistent. Effective reduction usually requires media selected for chloramine and enough contact time. Do not assume a small carbon cartridge and a full-size whole-home system have the same performance.

Point-of-use filtration
A drinking-water filter or RO system treats one faucet. It is useful when the primary goal is taste and odor in water used for drinking and cooking.
Whole-home filtration
A point-of-entry carbon system treats water before it is distributed throughout the home. Homeowners consider it when the goal includes showers, laundry, ice, and every tap.
Whole-home disinfectant removal adds maintenance responsibility. CDC notes that removing chlorine or another disinfectant throughout the home can allow more microbial growth in household plumbing if the system is poorly maintained. What certification language to look for
Ask for the exact product listing and reduction claim.
- NSF/ANSI 42: aesthetic claims such as chlorine taste and odor; chloramine only when specifically listed
- NSF/ANSI 53: specific health-effect contaminant claims
- NSF/ANSI 58: reverse-osmosis systems and their listed reduction claims
A material or component that complies with one standard does not prove that the finished whole-home system has every reduction claim discussed in sales copy.
What an in-home disinfectant test can tell you
A field test can show that a disinfectant residual is present and give a useful screening measurement. It can help confirm whether treatment is reducing the residual at the tap.
It cannot determine:
- TTHM or HAA5 concentration
- PFAS
- Pharmaceuticals
- Lead
- Bacteria or viruses
- Every organic compound a carbon system may adsorb

How to choose the right carbon treatment
Consider carbon filtration when:
- The taste or odor affects how much tap water the household drinks
- The utility confirms chlorine or chloramine is used
- The system has a documented claim for the disinfectant
- The household understands maintenance and replacement
- Whole-home treatment is justified by a whole-home goal
A drinking-water system may be enough when the concern is limited to the kitchen. A whole-home system may make sense when the homeowner wants the change at every fixture.
Frequently asked questions
Does boiling remove chlorine or chloramine?
Free chlorine can dissipate with time and heating, but chloramine is more persistent. Boiling is not a practical whole-home treatment method and should not be relied on for chemical-contaminant removal.
Can I tell chlorine from chloramine with a basic strip?
Some test kits measure free and total chlorine, which can help distinguish them, but utility information is the simplest way to confirm the disinfectant used.
Will a refrigerator filter remove chloramine?
Only if the exact filter has a chloramine reduction claim and is operated within its rated capacity and flow. A generic carbon description is not enough.
Does a water softener remove chlorine?
A standard ion-exchange softener is intended to remove hardness. Chlorine treatment requires the appropriate filtration media or a combined system specifically designed and documented for both goals.
